Damian Young founded Zeus Scooters in Carlow, Ireland, as a shared e-scooter operator; Charlie Gleeson founded Zipp Mobility, an Irish provider of shared e-scooters and e-bikes. Both companies drew support from Enterprise Ireland.

Announced on April 14, 2023, the deal was Zeus's second acquisition inside a year, following UK scooter-sharing operator Zwings. Zeus kept on all Zipp staff, taking the combined Irish business to 50 employees and the group past 50 locations across Croatia, Germany, Ireland, Italy, Malaysia, Norway, Poland, Sweden and the UK.

Buying a same-country rival ahead of legalisation is a bet on being the incumbent the day e-scooters become legal in Ireland.

Zeus retained all Zipp staff, signalling the deal was about capacity and talent for the post-legislation market, not cost cuts.

The acquisition stacked on the Zwings purchase, showing a deliberate consolidation run across Ireland and the UK.

In markets waiting on regulation, consolidation ahead of the law is the land grab: the buyer takes on teams, towns and operating footprint so it can scale the day the rules arrive.

As of the April 14, 2023 announcement, Zeus operated in over 50 locations across nine countries, with 50 employees in the combined Irish business and all Zipp staff kept on, positioning itself for Ireland's forthcoming micromobility legislation.
