Anthropic sells Claude models by subscription and API, and ships the Claude Agent SDK for building automated coding and task agents.

Agent SDK usage — including third-party apps and the programmatic claude -p command — drew from the generous weekly caps of a user's existing Claude subscription. An analysis by developer Matthew Diakonov estimated Claude Opus subscribers started saving money after just two to three messages a day, and could extract many multiples of the subscription's cost in API value.

In April, Head of Claude Code Boris Cherny said subscriptions 'weren't built for the usage patterns of these third-party tools' such as OpenClaw, and that capacity was being managed in favor of Anthropic's own products and API customers. On May 13 Anthropic announced that from June 15, Agent SDK usage would be billed at prevailing API rates, with a monthly usage credit equal to the subscription price. Zed's developers warned their users it was 'a major cost increase' for anyone running agents heavily. The pullback landed weeks after GitHub Copilot's own token-based billing switch produced sticker shock, and as Anthropic prepared for a possible IPO by filing confidential papers with the SEC.

On June 15-16, just as the change was set to take effect, Anthropic abruptly paused it, updating its billing support page: 'for now, nothing has changed' and it is 'working to update the plan to better support how users build with Claude subscriptions.' Some users received notices by email.

Flat-rate subscriptions and agentic consumption point in opposite directions: the pricing only worked because weekly caps hid how far past breakeven heavy users ran.

The reversal came from user-visible pressure days before effect — Zed's warning and user reports — not from any technical fix, showing the economics were unchanged.

Anthropic kept the strategic intent ('working to update the plan'), so the pause bought goodwill without conceding the metering goal.

Announced price increases that have not yet taken effect can be walked back cheaply; the same change after launch would have cost trust and churned users.

As of June 16, 2026, Agent SDK users keep drawing from their existing subscription limits under the same weekly caps. Anthropic says it is reworking the plan to 'better support how users build with Claude subscriptions.' The April cutoff that barred third-party tools like OpenClaw from standard subscription plans remained in place, and the company had confidentially filed IPO paperwork with the SEC.
