In late October 2024 Mercado Pago blocked Visa credit-card QR payments made through Modo, claiming fraud risk; central-bank interoperability rules and Visa pressure forced a truce within days, with both sides agreeing to work on tokenization.

Background

Modo is a digital wallet created and owned by 35 Argentine banks, launched in December 2020 as a collective answer to Mercado Pago's dominance of QR payments. Its bet was that cooperation could beat a single fintech: by embedding the wallet inside member banks' apps and combining their scale, the banks could make QR payments work for the majority of already-banked Argentines.

The model scaled: by September 2022 Modo had 9M users and 500k QR merchants, usable through the apps of 20 of the 35 member banks. Its pitch was interoperability and benefits — every bank's promotions accessible from one wallet — but it still refused transfers to fintech wallets, keeping its ecosystem closed.

The conflict with Mercado Pago escalated in late October 2024, when the fintech blocked Visa credit-card QR payments made through Modo, citing fraud and chargebacks. Banks showed users in-app warnings, and the central bank's interoperability rules plus Visa pressure produced a truce in four days: payments resumed while both sides worked on tokenization.

Modo kept growing through the fight: 17M+ users and 800k merchants by January 2025, online payments quadrupled year over year, and QR subway payments went live across 24 banks in May 2025. The consortium model had survived its biggest stress test.

It expanded beyond QR to contactless NFC, tokenized QR and e-commerce checkout in 5,000+ stores. In May 2025 it activated QR subway payments across the 24 participating banks, days after Mercado Pago launched the same feature with discounts. The October 2024 Visa block showed the consortium's fragility: Mercado Pago used its dual role as acquirer and wallet to pressure rivals, and only central-bank interoperability rules plus Visa brought a truce.
