Xbox sells Game Pass subscriptions, including Xbox Cloud Gaming that streams games to consoles, phones and other devices.

That only about four percent of Game Pass subscribers will be hit by caps, while hour packs bring in extra revenue and non-subscribers.

Cloud gaming was once restricted to Game Pass Ultimate, and nearly a year before the announcement Microsoft opened it to Premium and Essential tiers, with unlimited play on all plans.

On Sept. 3, 2026 Microsoft announced that from November cloud gaming would be limited to 15 hours a month on Ultimate, 10 on Premium and 5 on Essential. Extra time is sold in bundles through the Xbox store that roll over if unused; pricing was not yet revealed.

Starting in November, the caps apply, and players can also buy cloud playtime hours without a Game Pass subscription to stream eligible games they own.

Microsoft says cloud gaming costs rise as more people use it and play longer.

Unlimited cloud play on every Game Pass tier had only been in place for about a year.

Selling playtime bundles creates a new option for occasional users who do not want a recurring subscription.
