起因
After China's 2021 crypto crackdown, Hong Kong chose the opposite path: its Legislative Council passed a full virtual-asset service provider licensing regime in December 2022, effective June 1, 2023, allowing licensed platforms to serve retail investors. HashKey Exchange, one of only two voluntarily licensed platforms alongside OSL, moved to be first under the new rules.

On August 3, 2023, HashKey upgraded its Type 1 and Type 7 licenses and became the first exchange allowed to offer crypto trading to retail customers in Hong Kong. The group then raised nearly $100M in January 2024 at a pre-money valuation above $1.2B, funding asset management, node validation, tokenization and a Web3 incubation arm. In April 2024 it launched HashKey Global from Bermuda, chasing Coinbase International's volumes.

背景
香港对中国加密货币禁令的回应是发牌制度：从2023年6月1日起，虚拟资产平台必须获得牌照才能服务零售投资者，这是该市成为全球加密货币枢纽运动的一部分。HashKey Exchange已在此前的自愿计划下获得牌照，因此定位为率先通过新大门。
2023年8月3日，HashKey升级其第1类和第7类牌照，成为香港首家获准向零售客户提供加密货币交易的交易所。率先很重要：牌照将监管批准转化为安全品牌，这正是FTX崩溃后投资者所想要的。

截至2024年4月8日，HashKey Group运营香港首家零售持牌虚拟资产交易所，并从百慕大推出HashKey Global，提供20种加密货币的现货交易，并计划推出期货、质押和发射台。该集团于2024年1月融资近1亿美元，投前估值超12亿美元，并表示其长期目标是成为全球最大的合规交易所。
