Deliveroo pulled out of Germany after four years as delivery giants consolidated around it

Deliveroo is a UK on-demand food delivery company operating across Europe, Asia and beyond.

Deliveroo entered Germany in April 2015, into a Berlin market already crowded with local food delivery startups. It dialed back a year before the exit, shuttering smaller German cities to concentrate on Berlin, Munich, Cologne, Hamburg and Frankfurt.

Consolidation restructured European delivery: Delivery Hero sold its entire German business to Takeaway.com for €930 million at the end of 2018, and in late July 2019 Just Eat and Takeaway.com announced advanced merger talks, agreeing terms within a week — a combined platform valued at more than $10 billion.

Deliveroo emailed users it would exit Germany on August 16, 2019. Riders active in the previous 12 weeks got 10 days' pay plus two weeks' pay; terminated employees got statutory notice plus two weeks' or one month's pay per year. The company said it would grow in other markets across Europe and APAC, and did not rule out returning.

European food delivery had raged as a price war with little to distinguish apps — switching was one tap away — and consolidation was concentrating the market.

The imminent Just Eat–Takeaway.com combination would put a $10B+ giant in front of Deliveroo in Germany; TechCrunch called that a likely factor 'concentrating minds'.

Deliveroo had already shrunk its German footprint to five cities in 2018, signaling the market never reached scale.

The company paid riders and staff beyond its obligations — 10 days' plus two weeks' pay for active riders — trading cash for reputation during the retreat.

When consolidation creates a dominant local giant, being fourth is worth less than the capital: exiting early — with goodwill pay for riders — beats funding a forever war.

The exit took effect on August 16, 2019. A Deliveroo spokesperson confirmed the complete exit and said resources and investment would accelerate growth in other markets across Europe and APAC, without specifying where. The company expressed the same openness to returning to Germany as it had during the 2018 downsizing.
