Background

Zeta is a Korean AI companion app from Scatter Lab, a Seoul startup founded in 2011 to research conversational AI. Its bet: once ChatGPT made AI chat mainstream, the winning consumer product in Korea would not be the most knowledgeable assistant but the most engaging companion — users create their own AI characters and roleplay with them in novel-like, story-driven conversations.

The launch was engineered through a strategic partnership: SK Telecom invested KRW 15B (~$10–11M) in April 2023, and Zeta's open beta started the same month. As of 2025-11-11 Zeta is the #1 AI chatbot app in South Korea by engagement hours, profitable, and pushing into Japan with English-speaking regions next; Scatter Lab's stated ambition is 100 million users globally. Its August 2025 age-verification system and adults-only unlimited mode are the guardrails on the companionship format that regulators and critics have questioned.
