Flock Safety (Atlanta-based, per NPR) sells point-in-time license-plate cameras to city governments, police departments, businesses and HOAs; CNET says it installs cameras at strategic locations and markets them as reducing property crimes from mail and package theft to vandalism and burglary, while claiming frequent help solving violent crime. It linked those installations through a National Lookup Tool that lets enrolled agencies search other agencies' captures nationwide.

Expansion pushed the product past plates: drones (Drone as First Responder) that launch on 911 calls or gunfire at up to 60 mph, Freeform natural-language search that can query clothing descriptions, audio detection, and plans for live video feeds. NPR counted contracts with more than 5,000 law enforcement agencies. The backlash grew with the product. Officers were caught abusing search power — a Kansas police chief used Flock 164 times to track an ex, a Georgia chief was arrested for stalking, and a Virginia man's car was tracked 526 times. Investigators found local agencies routinely shared data with ICE: a University of Washington study counted eight Washington agencies sharing Flock data directly with ICE in 2025 and ten more with backdoor access, and Dayton logged 7,100 immigration-related searches across its 72 cameras. Flock says it ended its federal pilot programs with DHS agencies in August 2025. Lawmaking followed: New Hampshire requires deletion after three minutes, Washington and Virginia cap retention at 21 days, Virginia, Illinois and California ban out-of-state sharing, and by 2025 Vermont's approval process had left no agency in the state using license-plate cameras. NPR counted at least 30 localities that deactivated or canceled from the start of 2025 through February 2026; CNET's later update reported more than 50 cities canceled, and Los Angeles let its LAPD contract lapse. Sen. Ron Wyden wrote to the company that 75% of its law-enforcement customers had enrolled in the National Lookup Tool, calling the platform dangerous. Some cities could not even power the cameras off cleanly: Dayton and Evanston covered them with trash bags while contract disputes ran.
